Tottenham have always been Maddison's preferred destination despite the fact Newcastle have been tracking him since last summer.
It is not guaranteed that Newcastle will follow up their interest with a formal bid, strengthening Spurs' hand in negotiations.
Three-time capped England international Maddison is a near certainty to leave the King Power Stadium following Leicester's relegation from the Premier League.
Last summer Newcastle failed with a bid, but a pathway of sorts appears to have cleared for Spurs with the Magpies set to splash-out £60m on Sandro Tonali from AC Milan.
