West Ham make first move for Arsenal and Tottenham Hotspur target Issa Diop by submitting £15m bid
Toulouse have not yet responded to the Hammers' offer

West Ham have made a £15million bid for Toulouse defender Issa Diop, who is wanted by both Arsenal and Tottenham.
The 21-year-old has been tipped as a future star of French football and has been scouted repeatedly this season.
Arsenal and Tottenham have watched the centre-back on numerous occasions, while more recently Everton and Fulham have shown an interest.
But, according to L’Equipe, West Ham have been the first to make a move by submitted a formal offer worth a reported £15m.
