Juventus and De Ligt's agent, Mino Raiola, are understood to have already agreed personal terms and the Netherlands international would join the Old Lady on a five-year contract worth £10.7m-a-year.
However, Ajax have demanded £67.3million for the 19-year-old and have already received a bid from Paris Saint-Germain which matches that sum.
Allianz chiefs have fallen short of Ajax's demands as they know De Ligt is set on a move to the Serie A champions.
Meanwhile, Juve are also set to re-sign 41-year-old goalkeeper Gianluigi Buffon, who is currently a free agent after his contract with PSG expired.
The veteran shot-stopper has undergone a medical and is on the verge of completing a return to the club where he spent 17 years.
It is believed Buffon will be a back-up to Wojciech Szczęsny, the former Arsenal goalkeeper.
As it stands, the Italian World Cup-winning goalkeeper has made 640 appearances in Serie A, seven matches fewer than the legendary Maldini, who featured 647 times for AC Milan before retiring in 2009.
And while his spell with Paris Saint-Germain was brief, Buffon had no regrets about his time in the French capital.
“I am extremely happy because it is never easy to win, especially at 41 years old,”. “It’s hard to stay on top, but I think I played a great season.
“I made a mistake against Manchester [United], but overall I’m satisfied.
“We must not forget that before the challenge of return we had made an incredible journey, full of conviction and hope.”
